your authority to put these proposals to Mr. Colman on his arrival next week.

A certain amount of expenditure will be required from H.K. funds on salaries for Mr. Colman and the other staff suggested. We assume that Mr Colman himself will not require a salary until he becomes available full time at the end of the yenr. We propose that then we shall make a mutually satisfactory arrangement with him within the ceiling of the salary already agreed for the comparable post. in Malaya (i.e. at the rate of £2,100 a year while working in England and £4,200 a year on going abroad). For the Secretary, we propose a salary on the scale for Legal officers in the Hong Kong Establishment (£1,000 to £1,200 a year). We should have to consider later what salaries it will be nece sary to pay the Marine Adviser and the Civil Engineer, but this can be deferred for the time being, since these services will be provided by the Hong Kong Unit.

As time is so short, and in anticipation of your approval, I am proposing to get provisional authority from the Tre sury for the expenditure on these salaries. There will, of course, also have to be provision for a certain amount of minor staff.

le propose, subject to Mr. Colman's approval, that the dvisory Committee should consist of:-

A member of the H.K.P.U. (probably Mr. Rouse).

A representative of the Ocean-going Shipping Interests (M. rtzburg of Holts, who is also a member of the Singapore and Penang Harbours Advisory Committee).

A representative of the China Coast Shipping interests (Mr. Alan Reid of Messrs Jardines, but who is at present employed in the Ministry of War Transport).

Wharfage and dockyard interests (Mr. Warren Swire).

Trading interests (Mr. Gordon Dodwell).

We discussed at some length whether the various interests should themselves be asked to nominate representatives, but came to the conclusion that this world give rise to considerable complications (e.s. there are several ocean-going loner companies concerned), and that therefore the best course world be ourselves to nominate members whom we know are knowledgeable and reliable. The important point is not to get representation of the interests, but persons who are competent to voice the requirements of the various clauses of users of the

Port.
